Frequently asked question

Here you will find answers to the most frequently asked questions about requesting, arranging, and carrying out noise or vibration measurements for private clients. The information is intended to help you determine whether your case is suitable for measurement, understand how the process works, and what document you will receive after the service has been completed.

SPECTRI carries out objective measurements and issues a measurement report and an inspection certificate, depending on the specific case. Any subsequent actions—such as filing a complaint, submitting the document to the relevant authorities, or discussing the matter with the owner of the noise or vibration source—are the responsibility of the client.

A measurement can be requested through the SPECTRI website using the dedicated measurement request form. Additional information can be obtained by phone, but in order for the case to be assessed properly, the issue should be described in as much detail as possible in the request.

In your request, it is advisable to include:

  • Name and surname
  • Phone number and email contact
  • Location
  • Type of problem
  • Source of noise, if it is known
  • When does the noise occur - day, evening, night, weekday/wekend
  • Is the noise permanent, periodic or random
  • In which room/space it is most heard
  • Whether a complaint has already been filed or there is an ongoing case with a public authority;
  • whether the measurement report is required for a specific authority;
  • Other information, which can help for the better planning of the measurement

The more precisely the case is described, the easier it is to propose an appropriate type of measurement, measurement period, and arrangement.

The standard process is:

  1. The client submits a request through the SPECTRI website, describing the issue.
  2. SPECTRI reviews the information and, if necessary, requests additional details by phone or email.
  3. The client receives an offer specifying the scope, price, and terms of the service.
  4. Once the offer is confirmed, a pro forma invoice is issued.
  5. Before the measurement is carried out, 50% of the quoted amount must be paid in advance.
  6. Payment is accepted by bank transfer only.
  7. Once the advance payment has been received, the date, time, and measurement period are agreed upon.
  8. A SPECTRI specialist visits the site and carries out the measurement.
  9. The data are processed, and a measurement report and certificate are prepared.
  10. The client pays the rest of the sum - 50%
  11. The documents are given to the client within 5 working days after the measurement is done

After the request has been submitted, the case clarified, the offer accepted, and the advance payment received, the measurement is usually scheduled within a few working days.

The exact timeframe depends on the availability of our specialists, the location of the site, the required measurement period, and the nature of the case. Night-time measurements, measurements carried out on weekends, or more complex cases may require additional arrangements.

The price depends on the specific case. It depends on:

  • the type of measurement
  • the location
  • number of rooms/spaces and the measurement points
  • whether the measurement is during the day, evening or night
  • whether it is on weekday or weekend
  • whether it requires that the specialist has to travel out of city and/or stay overnight
  • whether it is a measurement of noise and vibrations
  • the complexity of the case itself
  • whether additional processing, assessment and specific documents need to be made

The price is configured according these, and an individual offer is made after SPECTRI receives the request.

Once the offer has been accepted, SPECTRI issues a pro forma invoice. Before the measurement is carried out, 50% of the quoted amount must be paid in advance.

Payment is accepted by bank transfer only. The payment details are provided in the pro forma invoice.

The remaining 50% is payable after the measurement has been carried out and before the final documents are provided.

The completed measurement report and certificate are provided within 5 working days after the measurement has been carried out.

The timeframe may depend on the volume of data, the complexity of the case, and the processing required, but as a standard, the client receives the documents within 5 working days after the measurement.

Yes, when there is a reasonable justification and the rescheduling request is made in good time. If you know in advance that the noise source may not be active at the agreed time, it is advisable to contact SPECTRI before the visit so that a more suitable time for the measurement can be arranged.

If a SPECTRI specialist visits the site at the agreed time, but the noise source is not active and the measurement cannot be carried out as intended, 20% of the agreed fee will be retained. This amount covers the organisation, reserved time, travel, and the specialist’s site visit. The remaining amount paid will be settled in accordance with the agreed terms.

A noise measurement is useful when there is a specific and recurring problem that can be assessed objectively — for example, noise from a venue, restaurant, club, shop, gym, air-conditioning or ventilation system, pump, lift, machine, transformer substation, transport, construction activity, or another technical source.

A measurement is appropriate when:

  • the noise is repeated at some intervals or periods;
  • there is aa real or supposed source of noise;
  • you need an objective document to support a complaint, administrative case, or discussion with the owner or manager of a site;
  • you have already submitted a complaint, but technical evidence is required;
  • you want to check whether the noise levels are within the permissible limits;
  • the problem is related to technical equipment, an installation, or an activity, rather than only to a one-off or occasional event.

The measurement is most effective when the noise can be captured during the specialist’s visit.

The measurement can be arranged according to the period during which the noise occurs:

  • during the day
  • in the evening
  • at night
  • at aa specific time or interval, when the source is active
  • more than one period, if it is necessary
  • longer observation and measurement in more complex cases

For noise from a venue, music, transport, an installation, or an industrial or commercial site, it is important to choose a period when the problem actually occurs.

The regulatory assessment in a residential room is normally carried out with doors and windows closed. Measurement with an open window (in ventilation mode) is also permitted if this is the only way to ensure hygienic air exchange in the room; in such cases, this is explicitly stated in the measurement report. During the measurement, no other persons are allowed in the room, and the measurement conditions must not be changed, for example by opening or closing doors or windows.

Not always. In many cases, the measurement can be carried out in the dwelling or room where the noise impact is experienced. Access to the noise source is useful when its operating conditions need to be established or when a more detailed technical analysis is required. If the source is located in another property, a venue, common areas, or a technical room, assistance from the owner, manager, building manager, or another responsible party may be required.

Yes. The client or an authorised representative must provide access to the site, indicate the room where the noise is experienced, and confirm the measurement conditions.

Before the measurement it is good to:

  • specify when the noise usually occurs
  • to give access to the space
  • to turn off noise sources that are not an object of measurement
  • to keep the same conditions for the whole period of the mesurement
  • prepare any available correspondence, complaints, official instructions, or other relevant documents, if applicable;
  • to provide optimal working conditions for SPECTRI's specialist;

The measurement report can show the noise levels measured at a specific site, at a specific location, during a specific period, and under specific conditions. It describes the equipment used, the measurement conditions, the measured values, and the applicable assessment for the particular case. Such a document can be used as objective technical evidence in discussions with a site manager, building manager, public authority, municipality, Regional Health Inspectorate, lawyer, or another competent party.

The measurement report is not a penalty notice, court decision, or administrative act. SPECTRI does not impose sanctions, issue mandatory instructions to the noise-generating site, or resolve legal or neighbour disputes. The report cannot, by itself, guarantee that a public authority will take a specific action. It provides objective technical information that may be used by the client or by the competent authorities.

The measurement report also cannot provide evidence of noise that was not present during the measurement.

Yes. The measurement report and certificate issued following accredited inspection may be used as technical documentation in support of a complaint, administrative case, formal statement, discussion with a site manager, or consultation with a lawyer. It is important to note that the relevant authority, institution, or other party involved in the case decides whether and how the documents will be used.

SPECTRI can carry out an objective measurement and issue a document presenting the results. This may be useful in discussions, complaints, technical inspections, or legal proceedings. However, SPECTRI is not a mediator, court, police authority, or regulatory body empowered to impose sanctions on private individuals.
In disputes between neighbours, it is important to distinguish between:

  • technical noise: pump, lift, air conditioner, ventilation system, heating substation, machinery;
  • domestic noise: speech, music, footsteps, moving furniture, household gatherings.

For technical noise sources, measurement is usually more useful. In cases of domestic noise caused by people’s behaviour, measurement is possible, but its practical value should be discussed in advance.

Yes, when there is suspected impact from transport, machinery, installations, equipment, or other sources. In such cases, it is important to determine whether the complaint concerns noise, vibration, or a combination of both.

It is possible, but it is necessary to assess whether there is a practical likelihood that the noise can be captured. If the noise is completely unpredictable, a single site visit may not be sufficient. In such cases, an appropriate measurement period, longer-term monitoring, or another method of documenting the problem may be considered.

First, it is necessary to assess whether there is a reasonable likelihood that the noise can be captured during the measurement. If the noise is completely unpredictable, a single site visit may not be sufficient. In such cases, an appropriate measurement period, longer-term monitoring, or another method of documenting the problem may be considered. SPECTRI cannot guarantee that the noise will stop, but it can provide the necessary measurement report and certificate, which may be used in proceedings before the relevant authorities.

The best approach is to submit a [request](https://spectri.net/enquiry/?trp-edit-translation=preview) through the website and describe the problem in as much detail as possible. If the case is suitable for measurement, you will receive a proposal specifying the scope, price, and timeframe. If the measurement is unlikely to be useful or there is a risk that the noise may not be captured, this will be discussed with you in advance.
